You should really stop writing that nothing works and start considering that
the error is between the keyboard and the chair.
According to the howto I pointed you, "there appears to be 4 main ways of
using the script in Windows":
Put the script in a folder and then double-click on the script
Firefox Add-Ons
Boot up a LiveCd
Wget for Windows
I let you read the rest.
As for 'apt-offline', I wrote "it is in Trisquel's repository". So just take
it there.
And, please, try reading the manual before declaring that "it does not work".
