What you describe here is a psychopath, not a typical human. I think there's
a period in everyone's life where empathy is lacking, but the acquisition of
empathy is brain development, not learning.

Again, why? There's no objective answer in the end. I don't know if you could
come up with an objective answer to this one; I couldn't, the best I could
come up with is "because I don't want to be harmed". (By the way, interesting
to note: that doesn't universally apply. See masochism.) So, empathy.
