Isn't it dangerous to run goals briefing course style?

According to Stephens, the opposers will always be wrong as they aren't 
in the bank and have to be constructed into packages by the analytical 
mind (hence the goals packages of TROM).

According to TROM you should never ask what opposes a goal or run any 
non life goals packages.

Could the their auditing gains have come from running incidents rather 
than objectives?
