Hello Pete,
My experience of E-meter phenomena when running subjective RI is similar
to Ralph's. When I get mockups appearing - which may take a few tries -
they read as falls or even blowdowns. When RI is topped up the process
stops getting TA and the needle is loose or floating.
There was an old stable datum from LRH (mentioned in Dianetics Today,
for example) that the right havingness process for a particular pc would
loosen their needle; if it tightened the needle it wasn't 'their'
havingness process.

I do not think I have a problem with the command to "create
something". At least it seems to be doable as I can create stuff all
around myself.
However the TA does go up.
When I rub my feet on the floor or hands on chest or legs the TA drops
rapidly from 5.5 to 3.3 in les than a minute.
Maybe I need to do the hands on RI till I get one of the subjective
commands to work.

I find a slight fall, or more depending on the importance.
Then more or less idling-floating.
If your RI is topped up, no falls, just idling or F/N.
The wider the meter action the better. If needle is tight, not
moving much, more RI is needed,or incorect RI commands.
Create is a charged item in the mind for many. Thus could cause
higher TA, as you are going against " thou shalt not create" as
Dennis mentions.

I would say you might try other RI commands on the meter, see how
they run, till a nice loose needle, or Floating Needle.
