That seems to be a logical conclusion to me. Interestingly, in dealing with the children issue, Jesus did say that a person who offends any of the little ones '...who believe in Me...'  it were better if he were drowned in the depths of the sea. ( Matt 18:6.) This seems to couple interestingly with I Cor. 7. I remember some time ago were dealing with God's indiscriminate judgement of inhabitants of abominable nations, where children were not spared. This is a very tough issue I would say.
