This is a way that God judges people for their sins.  In this particular
passage, he warns the whole house of Israel what will happen if they
continue in sin.  There was a fulfillment of this passage about 100 years
after it was written, when Israel was dispersed by the Assyrians, a little
over 700 years before Christ.  They no longer had the Word of God and
prophets among them, even up to recent times.

By the way, a similar warning is given in the psalms:  "We see not our
signs: there is no more any prophet: neither is there among us any that
knoweth how long."  (Psa 74:9)
