You are yanking Luke 16:16 out of context. The meaning there is that
the law and prophets were bringing their message until the time of John,
and since that time until the time that Jesus was speaking, the kingdom
of God is preached and men press into it. In other words, sufficient
knowledge had been revealed by the law and the prophets that the time of
the kingdom was at hand and men were pressing into it. Hebrews 1 is
sharing a similar theme. It is not to say that there are no longer
prophets, but rather that a way is opened up now that does not create an
elite class of prophets who are the only ones who can receive
revelation.

Isn't it rather that there is no longer the Office of the Prophet as there
was under the Old Covenant.  Then there were three separate offices
Prophet - Priest - King.  Under the New Covenant Jesus is all three.
He is our Prophet, our High Priest, and our King and the Spirit of
Prophecy is the testimony of Jesus (Revelation 19:10).  The gift of
prophecy that is for the present day Church is not exactly the same.
It is for edification, exhortation, and comfort and ALL ministry gifts
are for building up the body of Christ so that they can do the work
of the ministry.
 
The emphasis on 'revelation' here makes me a bit nervous - maybe
because I've seen so much flakiness and very little reality.
