Part of the confusion here can be cleared up if we understand that Paul was a prophet before he was called as an apostle. Now there were in the church that was at Antioch certain prophets and teachers; as Barnabas, and Simeon that was called Niger, and Lucius of Cyrene, and Manaen, which had been brought up with Herod the tetrarch, and Saul. (Acts 13:1 KJV) This chapter shows Paul and Barnabas being sent out for the work to which the Holy Ghost had called them. This is when both Paul and Barnabas became apostles. Prior to this, they were both prophets. Peace be with you.
