Paul did when he write "that ye stand fast in one spirit with one mind striving together
for the faith of the gospel" (Phil 1:27) and "Fulfil ye my joy that ye be likeminded, having
the same love, being of one accord, of one mind. Let mothing be done through strife or
vainglory; but in lowliness of mind let each esteem other better than themselves...."

This hadn't happened at the time of the writing. It is a command to accomplish - not a statement of a present reality. Can it happen? Depends on your definition of "unity" and "like mindedness."
