This passage in James refers to Father God in heaven, not to the man Christ 
Jesus.  When a man is tempted, he is drawn away of his own lust.  This is 
exactly how Jesus was tempted, which is why we must accept that he was a man 
of flesh just like you and me, yet he never sinned.

God the father has never been tempted, but the man Christ Jesus has been 
tempted, and he has been victorious in that temptation.

Hebrews 2:17-18
(17) Wherefore in all things it behoved him to be made like unto his 
brethren, that he might be a merciful and faithful high priest in things 
pertaining to God, to make reconciliation for the sins of the people.
(18) For in that he himself hath suffered being tempted, he is able to 
succour them that are tempted.
