1) use the new torque mailing lists :-)

2) use maven as the old build system is deprecated and not being kept
up. tests and system build using maven.

There will also be a problem with using the xmlrpc jar produced by
default because it includes SAX parser interfaces. I haven't fixed this
yet in xmlrpc land.
