As Jason said, the TDK is just meant to make development of webapps easy.
I don't think anyone on this list uses Tomcat 4.0 yet in a production
environment.  Do your development using TDK 2.1 (performance here
shouldn't really be an issue) and then deploy your completed webapp on
another servlet container that matches your performance and stability
requirements.  I know some people on this list use Resin as their
production servlet container, others use Jetty, and still others use
Tomcat 3.2.2.
