I think it would be a good idea to move the code in
org.apache.turbine.util.webmacro to
org.apache.turbine.services.webmacro.util.  I believe much of this code is
used/set up internally (to the service), so hopefully it would be little
inconvenience to users.  After this I see no reason we have to remove
anything.  Justin has said he is releasing the code under an APL style
license.  If and when this happens an interested party should grab a
snapshot and build the jar file(s).  I do not see why anything else needs to
be done.
