Yep! Exactly that. The reason right now for checking the .html files into
CVS is because apache.org only has JDK 1.1 since it is freebsd. The problem
is that we can't even build the documentation on the website by checking out
just the .xml files. :-( So, for now it is just easier to check in the .html
files and check them out on apache.org.
