I checked on this on the avalon list and got the following info from them
regarding similarities/differences between log4j and the package in avalon:

essentially. There are 3 main differences. 
* LogKit etal. was optimized for less CPU usage. It uses 8 bytes more
memory per logger but is (or at least was) faster than log4j. This was
because I originally deployed in servlet that needed extra cycles
* LogKit et al. can be reconfigured dynamically and the target a logger
points to can be hot-swapped. Log4j really only allows you to do that once
* Log4j uses wrong semantics IMHO. In log4j you log to a category while in
logkit you log to a logger about a category
