Well, the way it is you have to start another "daemon" to have Catwalk et al. 
on your server.  The code is there, but it isn't used / usable by default.

I don't use the toolbox except for the Widget Browser and I don't see that as 
a security risk.

I agree that it isn't useful on production servers for our -- mine and 
yours -- use cases...  I have no objection on not making it a standard 
requirement and making it a complete add-on and optional package.
