I think we all agree that there should be "devel" (with toolbox and 
other stuff) and "production" install options. The only differences in 
opinion are whether "devel" or "production" should be the default. I 
agree with you that "devel" should be standard. It is annoying for a 
newbie if something does not work because you forgot an install option. 
On the other side, forgetting the option on a server won't harm anybody.
