How about we don't make it a dependency, but we port a copy of the
current install script, and include it in the default install done by
that install script, but with an option to turn it off.  (And of
course you'd be able to just use easy_install without getting the
toolbox.)

I think it's important to give helper tools to new users, but it's
also important to have an clear separation of those tools form the
core, and to make it easy to install tg2 without them.
