Well, yes... This can be seen as an extension to toolbox. But i really sugest you to take a look to the link i presented where i gather a diagram with detail on the features that make part of this idea because i can't find most of them on Toolbox or fully integrated with it.
For instance, one of the things that this extra "layer" would allow is to no longer require the developer to type commands for each task he wants to perform. That could be entirely done threw a nice web interface.
