SciTE is what I use.  Lightwieght, syntax highlighting, and folding.  That's
about all I need.  Code completion is also possible to an extent, but it
takes some fiddling to get it working right, and I haven't bothered to set
it up on my last few installs.

I've also used WingIDE, and it seems fine, but I didn't really use the extra
"IDE" features, so haven't even started it in about a year.
