I imagine that they would  be handled as they are now, i.e. if you want to
have an extension represented in the model then you need to include the
extension jar. I think the code required to model the 1.0 SCDL elements
should be packaged together and then you go get the extensions as required.
In a tooling environment I would expect to have to go and get other
dependencies also as extensions are included, for example, new icons or even
editors to represent the extensions so the idea of adding only what is
required is not too painful as long as the core features are easy to
consume.
