IMO if someone needs to be on IRC to see what is going on or what people's opinions are then we are not doing a good enough job of communicating on the mailing list. To me the main benefit from IRC is its immediacy. It provides a faster form of communication than email and that can be used to bring closure to issues that are dragging along on the list.
