actually, having just made this post, i don't know the nature of the license in question. PBS affiliates owned by other entities, such as colleges etc. also play by unique rules...Here in Nebraska for instance the PBS is weird. Different stations are licensed in different ways, and there are many entities that contribute to the operations...something I have never fully figured out. KUON in lincoln is licensed by the university, but other stations in the state are not. But all air the same programming at the same time, except for one, which is mountain-time delayed...or used to be.
as with anything government, rules can be bent to conform...
