The "Who" movie from the mid-90s was a co-production between FOX and the BBC. Even then, they could have retconned it out of canon at the beginning of the RTD era if not for the fact that, in the FOX movie, Sylvester McCoy (7) regenerates into Paul McGann (8). That direct handoff means McGann stands as the 8th Doctor, despite the poor quality of the film. (I mean, ERIC ROBERTS as The Master? WHAT?!?)
There are ways of working an American Torchwood team into the existing canon (there was "Torchwood Four", which went missing...they could write a backstory that the Rift at the heart of the Cardiff hub somehow transported Torchwood Four to America, maybe with some time displacement issues to deal with, which is where Captain Jack Harkness gets worked into the show), but I don't think branching the franchise out to the US is a good idea. I'm honestly not sure why FOX even bothers with sci-fi anymore. They haven't shown any interest in growing a sci-fi show since The X- Files. Firefly, Dollhouse, T:TSCC, Futurama (yes, it counts...), that Ron Moore pilot that they burned off over 4th of July weekend - none were really given a shot to find an audience.
