IIRC, Pixar's DVDs have always included the short subject on the 'extras' 
disc in the multiple-disc packages, along with a new short based on the 
characters from the feature (like "Mike's New Car" or "Mater Goes to 
Cracker Barrel or Whatever").  

I think Disney & Pixar consider the feature & the short separate 
productions, rather than one continuous program.  (Let's put it this way - 
if home video had been around in the 40s and 50s, do you think the media 
would contain the newsreels and Looney Tunes?)  We should be happy they 
consider the short an 'extra' on the movie with which it was released, and 
they don't just hold them for the Shorts collections...
