Well, I have rented Pixar's first volume of shorts via the Netflix, so the 
answer to the first question is, or was, yes.

Just so this doesn't get lost, I was complaining about not being able to see 
the short that was aired in the theater on the rental disc.  It had been long 
enough since I'd rented a Pixar film, or any other feature that would have a 
short in front of it, that I may have missed this change.

But I consider it to be of a kind, but not the same thing, as keeping the 
extras off most DVDs used by the rental services (kiosks or envelopes, it 
doesn't seem to matter).  I'm familiar with not getting extras with my rentals.

Now, 1. Disney/Pixar does sell a shorts DVD which NetFlix may rent out (I don't 
know if they do, though -- it would be nice if they did).

2. I think this is less them thinking it was a separate product than them 
looking to protect the home video business from being eroded by rental and 
streaming. Disney, WB and Universal has been giving frill-less DVDs for years 
to Netflix and Redbox. Netflix used to have the extras as a separate rental for 
a lot of films, as well.
