If this was an issue that affected me, I'd organize an email campaign
and Twitter campaign and Facebook campaign to all involved parties.
The text of the email would be short and contain a link:

" Dish network & station owners: You are expendable. http://thepiratebay.se/ "

Not that I am encouraging torrent downloads, but a few thousand
subscribers in their region post that message and -- well -- it would
send a message. Heck, even MegaUpload is expected to return thanks to
a loophole in New Zealand law.
