With that data point in mind, I still think the NFL would minimize the number of possible CBS games using bye weeks and the Thursday/Sunday/Monday games. As for the risk of overlap as you suggest, the NFL could live stream the first quarter of all the CBS games on NFL.com. That should cover enough time to guarantee that any golf coverage could wrap up in time.
