There could be a hardware problem as well--arms can get stuck when 
overextended and simply not have the torque to overcome the weight of 
the dish at its limit (you may be able to solve this by simply 
lifting the dish by hand while you're trying to move it with the 
4D)--but, no matter what, it sounds like you need to adjust the 
software limits in the 4D.  I'm not in front of either the receiver 
or a manual at the moment, but I distinctly remember that there were 
two different paths to satellite setup.  One, the more obvious, 
honors the current limits.  The other path lets you override the 
software limits and adjust them on the fly, as you setup the 
satellites at each end of the arc.

Unfortunately, the 4D manual assumes you pointed the dish at G0 
before you hooked things up and turned on the receiver, and it's a 
bit awkward dealing with any other situation.  But definitely read 
the installation and setup instructions to the point that you find 
out about that method for doing the initial satellite setup that 
overrides the limits.  That may be all you need.
