There won't be any more digital locals than there is analog locals right 
now.  My guess is that they will be replaced. They aren't under a mandatory 
carry law after the analog is switched off.  They can just carry HD if they 
wish.  The cable companies, on the other hand are required to carry a signal 
which analog subscribers can receive until 2012.  They can do this by any 
means they want though. even giving those subscribers a digital box at no 
extra charge.  My guess is that it will be cheaper for them to just continue 
the analog signal for local channels only on their systems.
