Hi Saifi! I do not use Plug2Surf. I have a Reliance wireless connection anyways. It uses the same wvdial utility as you mentioned. Hence, I am adding my experience.
I have not witnessed a noticeable performance in using the Reliance MG880 USB stick in Windows and Linux. If at all any, Linux was a touch faster. Perhaps about a KB/s faster(average) for the same file. I feel there is no reason why the Plug2Surf thing be slower in Linux. Perhaps some configuration thing maybe.
