Since both Reliance and Tata Indicom are CDMA 1x USB modem,
they should support same max speed characteristics.

i was looking at various Modem init strings and now the
/etc/wvdial.conf looks like,

[Dialer Defaults]
Modem = /dev/ttyACM0
Baud = 460800
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
Init3 = AT+CRM=1
ISDN = 0
Auto DNS = 1
Modem Type = USB Modem
Phone = #777
Username = internet
Password = internet
Dial Command = ATDT
Ask Password = 0
Stupid Mode = 1

'Init3' is the additional option that i added and 
there seems to be a perceptible improvement in speed.

However, i'm still on the lookout for information related
to Tata indicom 'Sungil Dialer' for windows, optimizations.

There is scope for further speed improvement, if we can
figure out how to do compression (AT+CSO=33 doesnot work).
