More to the point, when Twitter "declares" a user to be of "low quality", does Twitter inform that person? Or does the person only find out when a friend says, "Hey, you're not showing up in Twitter search. You may have violated a Twitter guideline documented here http://help.twitter.com/forums/10713/entries/42646 and need to send Twitter an email requesting that you be re-instated."
