Having a separate driver would make sense, as the usbmisc is a separate OF node with its own compatible. Thinking about this again, maybe not a PHY driver however, but a UCLASS_MISC - on Linux usbmisc_imx is a (subsystem-less) platform driver too and it doesn't really implement any features that would fit the PHY subsystem.
