We are a small 'Mom and Pop' shop and have no test environment. We have no developers. I'm the IT Director, but I'm also the IT Department. The primary programmer is also the CEO and CFO.
This system has been up and running for a couple decades and they've never had a test environment and see no need for one now. Yes, even after the fax fiasco. I'd like to get them to read the book "Who Moved My Cheese" but alas...
