Besides the tray selection codes that numerous people have sent you, PCL supports a "media type" code, which is harder to find in the manuals. I can locate it for you if you need it.

Try telling your printer that bin 3 contains plain paper (just like bin 2). Does that make a difference? If so, then either leave it that way or include a media type code in your output. Finally, it may be possible to put in PJL instructions before your PCL.
