This is the MV problem. Bobby gets the FUNDS $$ and then expects FREE help.
If he knew how to submit a grant proposal he would have include at least 2,000 hours in development at $120/hour and another 500 hours in training at $100/hour plus the cost of O/S and MV licensing and hardware costs.
