Hi If you want a browser-like interface you could run Silverlight in the new 'desktop' mode, or WPF. Both are hard work. Or Adobe AIR.
But it seems a dumb idea. What's wrong with a regular Windows forms application? Remember, .NET Windows Forms support direct download from a web site or other location, auto-updating and - if you wish - sandbox mode. All of which takes away the pain of distribution/installation associated with pre-.NET desktop apps. And there are plenty embedded databases for C#/VB.net, and some good Btree filers if you want direct read/write model instead.
