You can create a custom format in Excel containing a zero mask of how ever many characters you like and that will preserve (well, actually replace the already stripped) leading zeros.

(I believe it's written by outside consultants, but the lady internal to the organisation who looks after it thinks it's wonderful. As a database programmer forced to use it, my opinion of it is unprintable ... I can't be too rude though because this lady is a good friend of and sort-of-boss-to my wife)
