PHBs love to give out tasks that are impossible or illogical. The worker bees just have to throw off made up deadlines like "six months" knowing that in one month the top priorities will all change and the project will be abandoned.

It's a classic case of the PHBs trying to impose "what should happen" structure, when the *volunteers*! on the ground know that things just don't work like that!
