Symeon, are you planning to send the sms message directly through a local gateway at your company, or through a third party provider, or via email? If the latter, in the US, all the carriers have different email gateways. It sounds to me like you need to collect more information than just the phone #. With other web sites I have used (like airline web sites for example) they always ask you if a number is a mobile number, and which carrier you are using.
