Yes, there is nothing absolute there, if you want a full reading of the chart, which is historically complied, you will see that each area has a range of rain and a mathematical probability associated with it. While it would be appropriate to state that real life experience observed (non scientifically) can differ with the charts, however expecting more optimistic results as potentially predicted by the charts would be a significant judgement in error ... (It's like the 100 year flood zone... if nothing happens in your lifetime, you can say... I don't believe in it, however if it happened once in your lifetime, one would have a different opinion, scientifically, the probability of two 100 year events happening in one lifetime is very small, but in reality it is still possible).
