After updating my motherboard's bios to the latest version the upper-end
frequencies are now properly detected. With my board set to 4.4 GHz
(44x100) I get this:

cat scaling_available_frequencies 
4301000 4300000 4200000 4100000 4000000 3900000 3800000 3700000 3600000 3500000 
3400000 3300000 3200000 3100000 3000000 1600000

Unfortunately:

cat scaling_min_freq
4301000
