@Vish - lack of consistency is the problem here. This is important
depending on the environment. If you don't agree please don't dismiss
just because the problem doesn't match your own use/experience. I am
setting back to new as I don't have an opinion on this but other members
of the design team should have a look.

As a workaround, to remove the splashscreen you can edit 
/etc/libreoffice/sofficerc:

1) open a terminal window
2) Issue this command (enter your password if asked to):
 gksudo gedit /etc/libreoffice/sofficerc
3) change Logo=1 to Logo=0

BTW, load time can be minimized in Ubuntu by installing the "preload"
package. *Do not use the QuickStarter feature* as it has several
reported bugs and won't help much.
