Darius Kulikauskas, thank you for reporting this bug and helping make
Ubuntu better. One is able to edit the spacing of the border and index
respectively via the Terminal:

cd ~/Desktop && wget
https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/778979/+attachment/2118088/+files/test.odt
&& lowriter -nologo test.odt

Double click first icon -> click Format -> Spacing... -> change Category
drop down to Border -> change Top combo box to 1.00mm -> OK button

Double click third icon -> click Format -> Spacing... -> change Category
drop down to Indexes -> change Spacing combo box to 50% -> OK button
