AFAIK, no kernel event after plugging device should be caused by - no power from port which may be cut off after port runtime PM introduced or - ehci root hub doesn't work If you are sure there is no any ehci interrupts(/proc/interrupts)(see #35) after plugging the device, I guess that there is no power from the port. And you can connect your cell phone to the port and check if it is capable of becoming in charging state.
