I reached out to the various stake holders to discuss the state of this MIR. The conclusion is that the package fails to packaging policy and would represent a security and maintenance risk. As such, the package is ineligible for main and therefore, this MIR has failed.
Further, since the package failed the MIR due to packaging policy, it is also ineligible for universe. The path forward would be to break out the third-party dependencies.
