The list of dpkg -L libvirt-bin seems to be the "more trustworthy" one.
Here all of them categorized as later reference:

Since Steve also had a lost TEMPLATE which is older, so I also checked
for T->X->UCA-O and could reproduce. From there we have an additional
rm_conffile that did not work.

Forgotten to remove:
- /etc/dnsmasq.d-available/libvirt-bin
- /etc/cron.daily/libvirt-bin
- /etc/init/libvirt-bin.conf

mv_conffile failed to work
- /etc/default/libvirt-bin

rm_conffile failed to work
- /etc/apparmor.d/libvirt/TEMPLATE

Lost in Debian (will be readded)
- /etc/default/virtlockd
- /etc/libvirt/libvirt-admin.conf
