Moving those calls to the right package seems to be an easier fix than
the referred hack in preint/postinst - I have a ppa building and
testing.

That looks much better now:
Preparing to unpack .../libvirt-bin_2.5.0-3ubuntu8~ppa2_amd64.deb ...
DEBUG: dpkg-maintscript-helper: Executing /usr/bin/dpkg-maintscript-helper
mv_conffile in preinst of libvirt-bin
DEBUG: dpkg-maintscript-helper: CONFFILE=/etc/default/libvirt-bin ->
/etc/default/libvirtd PACKAGE=libvirt-bin LASTVERSION=2.1.0-1ubuntu9~
ACTION=upgrade PARAM=2.5.0-3ubuntu5~cloud0
