No worries Califa, I was basically saying that it looks like a signal
integrity issue where there are errors with reading the touchpad driver
when laptop is starting up after a restart or shutdown.

An older bug issue on another forum seemed to have come across this, in
both Arch Linux and Ubuntu:

The user at the very end of that page describes exactly what you
experience with Windows working fine.
